Lithuania.jpgBetween now and 2012, a total of CHF 71 million will be committed for projects designed to reduce economic and social disparities in Lithuania. A Swiss contribution office has been etablished in Riga for the purpose of working closely on project implementation with national coordination units (NCU) within the Lithuanian Ministry of Finance.

Areas of Activities

Security, stability and support for reforms.
Switzerland supports a project which contributes to the modernisation of the judiciary and facilitates access to justice.

Environment and infrastructure.
In order to enhance environmental protection and to improve public health services, the rehabilitation and modernisation of hospital infrastructures will be promoted. Switzerland will finance specific projects aiming at improving energy efficient building technologies in hospitals. This includes the modernisation of heating and water systems, air ventilation and air conditioning.

Human and social development.
The improvement of the public health services, particularly with regard to the perinatal and the neonatal health care system, constitutes the main focus of this activity area. The Swiss Contribution ties in with the Swiss transition aid of the 1990s. In addition to assistance in modernising the medical equipment and infrastructure, projects targeting the training of the medical staff will be promoted. Furthermore, in order to strengthen the scientific potential and applied research, Switzerland will grant scholarships, support joint research projects and finance institutional partnerships. Also, it will support the Lithuanian authorities in strategic planning in the fields of education and research.
Additional funds will be provided so as to promote initiatives aiming at improving the cooperation between the civil society and local municipalities.

The bilateral Framework Agreement with Lithuania

The Framework (core) Agreement basically sets down the objectives of the contribution, its amount, the form, and the utilization of the financial support, together with the key stipulations on the contribution's implementation which are more specifically detailed in the Annexes.

Annex 1 contains the principles upon which cooperation is based, describes the main strategic guidelines in implementing the contribution, and specifies the thematic focus.

Annex 2 defines the practical rules and procedures agreed upon, i.e., the procedures for project submission, project approval, project implementation, payment, controlling, and audits – all are described in detail along with specification of the respective responsibilities.

Finally, Annex 3 contains the procedures for the special financing facilities such as the so-called Block Grants, the Project-Preparation (Seed Money) Facility, the Technical Assistance Fund, and the Scholarship Fund.

The Project Preparation Facility Agreement with Lithuania

The Project Preparation Facility (PPF) Agreement shall be used for the elaboration of the documentation for the Final Project Proposals resulting from Project Outlines approved by Switzerland. The PPF Agreement between Switzerland and Lithuania has been signed on 28 December 2008 in Vilnius.
